What does an insurance call conversion rate measure?
A conversion rate is the share of a defined group that reaches a defined outcome. For inbound insurance calls, name both parts: an answer rate measures answered calls out of delivered calls; an answer-to-quote rate measures quoted calls out of answered calls; a delivered-call-to-bind rate measures calls that produced a policy out of all delivered calls.
Those percentages answer different questions. A 25% quote-to-bind rate does not mean 25% of incoming calls became policies. In the example above, eight of 32 quoted calls bound, while eight of 100 delivered calls bound: 25% and 8%, respectively.
Use the cost-per-policy planning calculator when you want to model a proposed price and a bind-rate assumption before buying. Use this scorecard when you have observed call counts to review.
Keep the calls, outcomes, and spend together.
- Select calls by arrival date. For example, review calls that arrived during one week, then follow those same call IDs through your chosen review date.
- Use a consistent outcome window. A policy bound later belongs to the group that originated it. Do not divide this week’s spending by unrelated policies bound this week.
- Count each originating call once per stage. Multiple carrier quotes do not become multiple quoted calls. Multiple policies from one call still count as one call that bound. Track the extra policies separately.
- Separate billing from sales. A billable call met charging rules; it did not necessarily result in a quote or policy. Reconcile approved credits before comparing net spend.
Follow your agency’s existing rules for linking repeat calls to opportunities so the same sale is not credited to several call IDs. Apply that rule consistently across providers and periods. Use aggregate counts here; you do not need to enter consumer names or records.
Find the stage that needs attention.
| What changed? | What to review next |
|---|---|
| More delivered calls go unanswered | Check staffed hours, simultaneous calls, routing, missed-call records, and whether producers have time to finish quoting. |
| Fewer answered calls reach a quote | Review state and carrier fit, the caller’s reason for calling, the expectation created by the advertising, and the opening conversation. |
| Fewer quoted calls become policies | Review the reasons shoppers decline, carrier availability, quoted options, and completed follow-up. Allow the same time for each group to develop. |
| Cost rises while conversion holds steady | Reconcile the price, billable count, approved credits, and source mix. Check that costs and results belong to the same calls. |

What is a good insurance call conversion rate?
A useful target comes from your agency’s economics and comparable historical results. A provider’s percentage is hard to interpret without the call format, denominator, qualification rules, follow-up window, and number of calls behind it. Do not compare a quote-to-bind rate with a rate based on all delivered calls.
Small groups can move sharply with one sale. One extra converted call changes a 20-call group by five percentage points, but changes a 100-call group by one point. Treat an early result as a reason to investigate, and keep reviewing as more outcomes mature. The examples here are arithmetic, not industry benchmarks or a required test size.
Turn the scorecard into your next buying decision.
Compare like-for-like groups before changing the budget: similar states, call formats, source mix, staffing, and follow-up windows. If several factors changed at once, the scorecard shows the result but cannot isolate which change caused it.
Agree on a review date and a spending limit before launch. Use the call buying guide’s test plan and the vendor checklist to record the terms. Review actual calls and agency outcomes together before increasing volume.
